Special Event Fire Safety Form

As a condition of approval for vendors to attend or participate in the special event, the event organizer is obligated to ensure that all vendors comply with the following requirements.

It is the responsibility of the event organizer to ensure that all vendors are aware of these requirements.

Please read below for the following requirements.

Vendor Tents

If a tent, tarp, canopy or similar shelter including popup tents is being supplied and used by the vendor it must:

  • Individual tents or groups of tents that are 30 sq m. or larger must have an approved tent fire safety plan approved. Additionally, they must be labeled or have documentation confirming the tent material has a high degree of flame resistance in accordance with one of the following standards: NFPA 701 or, NFPA 705, or CAN/ULC S-109- M.
  • If a tent or group of tent exceeds 30 sq m. a fire alarm system or fire watch must be provided.
  • If an induvial tent or groups of tent are 60 sq. m. (645 sq. ft.) or larger they will require approval through building permit application and inspection.
  • Multiple tents in a grouping that do not exceed a maximum area of 30 sq. m with a minimum 3 meter fire break separating the grouping from other tents or structures are exempt from these requirements.
  • Smoking and open flames are not permitted under any tent.

Electricial Service and Installation

  • Any electrical work (service/generator supply, box or panel connections, lighting, appliances etc.) will be undertaken by a qualified, licensed electrician, and will be subject to an inspection by the ESA (Electrical Safety Authority).
  • All electrical equipment, devices and appliances shall be listed and approved for use in Canada. Details of electrical requirements shall be provided to the event organizer for inclusion in the electrical permit application, covering the entire event.

Cooking Activities

NOTE: Any cooking activity within any enclosed tent is prohibited. Public access is prohibited under any open sided canopy used to cover cooking activities.

  • Fuel fired cooking will be conducted a minimum of 1.2m (4ft.) from combustible materials and/or any tent, unless the appliance is labeled for specific clearance to combustibles.
  • Any canopy over a cooking activity shall meet one of the following fire retardant specifications: NFPA 701, or Note 4 of Test Method 27.1 of the CAN 2-4.2, or CAN/ULC S-109-M.
  • A portable fire extinguisher with minimum 2A10BC rating with technicians tag certifying maintenance within last 12 months shall be provided for any cooking activity other than deep fat frying. An extinguisher with minimum 40BC rating shall be provided with current tag certifying maintenance within last 12 months for any deep fat frying activities.

Transporting and Re-Connecting Propane Cylinders

  • Transport cylinders in the upright position and prevent it from movement during transport.
  • Propane cylinders must be secure from being tipped over with ether a restraint or a milk crate.

Safe Use of B.B.Q

  • Always open the lid to the B.B.Q. prior to lighting.
  • Always fully open the tank valve during use and fully close it when finished.
  • Never leave the B.B.Q. unattended.
  • Ensure members of the public are not able to come in contact with hot surfaces of BBQ

If a Fire Starts:

  • If the fire is near the tank valve or connection, do not try to extinguish the fire. Get everyone away from the area and call 911.
  • Only close the tank valve if it can be done safely. If you are unsure, call 911

Fuel Safety Concerns (Propane, Natural Gas, etc.)

  • The event organizer shall arrange for a general inspection by the TSSA (Technical Standards and Safety Authority) of all vendors utilizing fuel fired cooking appliances.
  • Vendors with propane fired equipment must have a Mobile Food Service Equipment Inspection completed and copy of report on site. Vendors having any questions specific to the certification and approval of their equipment should contact the Fuel Safety Division of the TSSA at (416) 734-3351, a minimum of 30 days prior to the event.

Compressed Gas Cylinders

  • Cylinders containing compressed gas shall be protected from mechanical damage ether by using restraints or a milk crate.

Outdoor Burning

  • All outdoor burning must be approved through the SEAT application.
  • If outdoor burning is approved each fire pit must be 6m away from all buildings, vehicles and combustible material.
  • A fire extinguisher with at least a 2A:10B:C rating must be provided.
  • A water bucket with at least 7L of water must be provided at each fire pit.
